摘 要:现阶段中国的经济周期与就业周期之间存在一定的不一致性,稳增长未必能很好地稳就业。在跨周期调节的新型战略思路下,中国的就业管理模式不应再局限于短期的救助与刺激,而应将稳固就业基本盘作为一项长期课题来抓。要求我们在劳动力需求端和供给端采取大推进式的改革,保证政策的长效性,甚至脱敏于经济周期,一以贯之地扶持企业发展,帮助市场主体重拾信心。同时也要不断提高劳动者的就业能力,对人力资本做提前布局,使之适配于未来的产业发展和岗位需求,夯实就业根基。In recent years,there is a certain degree of inconsistency between China’s economic cycle and employment cycle.Stable growth may not guarantee stable employment.Under the new strategic thinking of cross-cyclical adjustment,China’s employment management mode should no longer be limited to short-term relief and stimulus,but focus on stabilizing the employment base over a long period.To achieve this goal,we need to take a big push forward reform on the demand side and the supply side of the labor force,that is,to ensure the long-term effectiveness of the policy,even desensitize to the economic cycle,consistently support the development of enterprises,and help market entities regain confidence.At the same time,it is also necessary to constantly improve the employability of workers,make an advance layout of human capital,make it suitable for future industrial development and job demand,and consolidate the employment foundation.
