双循环下我国粮食价格政策改革的推进路径

摘　　要：双循环新发展格局是党中央基于准确分析判断世界经济发展大势和我国当前与未来经济发展阶段转换态势做出的战略选择,为我国粮食价格政策改革提供了根本遵循。以双循环新发展格局为研究视角,探究了我国粮食价格政策改革的内在逻辑、动因与推进路径。研究认为:粮食价格政策可以通过提升产能、提质消费、提升国际竞争力等方式赋能双循环新发展格局。当前我国粮食价格政策改革的动因是:新形势下粮食供需结构错配问题凸显;农业发展水平低导致粮食产业根基不稳;价差驱动下粮食市场竞争力不强;国际规则约束下国内农业支持政策发展受限。未来我国粮食价格政策改革的推进路径是:发展农业保险,确保数量安全;强化优粮优价政策导向,保证质量安全;提供制度安排,提高国际竞争力。The dual circulation is the strategic choice made by the Party Central Committee based on accurate analysis of the economic development trend in the world and the transformation trend of the current and future economic development stage in China, which provides the fundamental following for our country’s grain price policy reform. From the perspective of the dual circulation, this paper explores the internal logic, motivation and ways of China’s grain price policy reform. The research shows that the grain price policy can promote the dual circulation development through the production capacity promotion, the consumption quality enhancement and the international competitiveness. The current reform of China’s grain price policy is motivated by the prominent mismatch of grain supply and demand structure under the new situation, the unstable foundation of the grain industry due to the low agricultural development level, the weak competitiveness of the grain market driven by price difference, and the limited development of domestic agricultural support policies under the international rule constraints. In the future, China’s grain price policy will be promoted by developing agricultural insurance to ensure quantity safety, strengthening the policy orientation of superior grain price to ensure quality safety, and providing institutional arrangements to enhance international competitiveness.
