摘　　要：为贯彻习近平总书记在全国教育工作会议、深入推进东北振兴座谈会及内蒙古自治区等地区的重要讲话、重要指示批示精神,近年来,“三省一区”围绕东北振兴全局,深化制度创新,合纵连横,优势互补,掀起一股跨越式“开门开放”办学的高潮。“三省一区”部分高校入选教育部一流专业“双万计划”,上千个重点项目取得标志性成果,同时研究相关理论、思考政策意义、探讨机制建构及人才互聘培育等,必将为省域间高等教育高质量发展提供强大的智力支撑和实践价值。In recent years, "Three Provinces and One District" has set off a climax of open education by focusing on the overall revitalization of the Northeast, innovating systems and complementing advantages.Some colleges and universities have been selected into the "Double Ten Thousand Plan" of the Ministry of Education for first-class majors, and thousands of key projects have achieved landmark results.At the same time, they have studied the theory, policy significance, discussion mechanism construction and talent exchange cultivation, which will provide strong intellectual support and practical value for the high-quality development of provincial higher education.
