摘　　要：自然生态价值和资源经济价值构成了自然资源整体上的双重价值。保护自然生态价值,促进自然资源资产产权制度的优化、绿化、生态化,是生态文明建设与自然资源资产产权制度构建的耦合使命。针对传统自然资源资产产权制度缺失保护自然生态价值的权利设计问题,我们应遵循整体性思维方法,从整体上进行协同性权利体系设计,构建以国家为权利主体、自然生态价值为客体的自然资源生态产权制度,从而将自然资源所有权制度改造为在客体上包含有自然生态价值和资源经济价值的一体两翼式新格局。Natural ecological value and resource economic value constitute the dual value of natural resources as a whole.Protecting the natural ecological value and realizing the optimization,greening and ecology of the property rights system of natural resources assets are the coupling mission of the construction of ecological civilization and the construction of the property rights system of natural resources assets.In view of the lack of right design to protect the natural ecological value in the property rights system of traditional natural resources assets,we should follow the holistic thinking method,design a collaborative rights system as a whole,and build a natural resource ecological property rights system with the country as the subject of rights and the natural ecological value as the object,Thus,the ownership system of natural resources will be transformed into a new pattern of one body and two wings containing natural ecological value and resource economic value on the object.
