摘　　要：“三治”方略是推进乡村治理现代化的有效方略,其内涵、体系、内在机理三方面包含着乡村治理高效化、民主化、协同化、德教化和法制化目标。在乡村治理现代化中实施“三治”方略的进路是:通过强化法治秩序保障机制,强化乡村法治化治理的支持力度及加大法治化宣传;通过构建“多元主体协同自治”平台格局及网格化治理模式的搭建实施自治化;以完善的机构和形式作为载体,优化政策,支持、保障乡村治理德治化建设,注重村礼文化的培育和传承,以合力实现乡村治理现代化。The three governance strategy is an effective strategy to promote the rural governance modernization.The three aspects of it’s connotation,system,inner-mechanism include the goals of high-efficiency,democratization,collaboration,moral education and legalization of rural governance.In the rural governance modernization,the approach to implement the three governance strategy is:Implementing legalization by strengthening the safeguard mechanism of legal order,strengthening the supporting power for the rural governance legalization and increasing the publicity for legalization.Implementing autonomy by building a platform of“Mufti-subject cooperative autonomy”and establishing the grid governance mode.Implementing moral governance by the carrier of perfect institutions and forms,optimizing the policy and strengthening the cultivation and inheritance of village ritual culture.Through join forces to implement the rural governance modernization.
