政府突发事件舆论引导工作的现实困境与优化路径

摘　　要：当前,影响社会安全稳定的突发性事件时有发生,甚至会因处理不当引发负面舆情事件,既影响政府日常工作,也损害政府形象。从近年来对一些突发事件的处理情况来看,政府有关部门的舆论引导工作还存在舆论引导方式不够丰富、舆论引导技术人才匮乏、制度机制建设不够健全等问题。为此,政府应努力建立全媒体传播体系、树立科学舆论引导理念、健全突发事件舆论引导机制、创新社会动员与心理干预机制,以提高政府舆论引导能力,更好地维护社会稳定。At present,the unexpected events that affect social security and stability occur from time to time,even some negative public opinion events,which have an impact on the daily work and the image of the government.In the face of public opinion,the government needs to conduct public opinion guidance in a timely manner,but because some local governments do not have sufficient guidance methods for public opinion guidance,lack of technical personnel,inadequate system and mechanism construction,and other problems,this leads to the bad effect of public opinion guidance in emergencies,some people distrust the government governance,to a certain extent,affected the government credibility.To this end,local governments should strive to establish an all-media communication system,establish the concept of scientific response to public opinion guidance,improve the mechanism of public opinion guidance in emergencies,and innovate the mechanism of social mobilization and psychological intervention,with a view to improving the government’s ability to guide public opinion,better maintain social stability.
