徐定超用人思想研究及启示——以《更定官制办法十条折》为例

摘　　要：徐定超进士出身,中国晚清时期的地方大臣。他在晚清政局飘摇的情况下,呈贡大量疏陈时政得失的奏折,体现其出众的治国理政才华和清廉节俭的品质。在《更定官制办法十条折》中针对用人思想提出通贤路、遣冗员、均廉俸、专责成、选新进之五条办法以缓解当时官场污浊且人才凋敝的现状。他的用人思想一定程度上对当时的晚清政治改革起到了推动作用,对现代社会也有一定的启示作用。Xu Dingchao was a local minister in the late Qing Dynasty.Under the situation of political instability in the late Qing Dynasty,he presented a large number of records of the political gains and losses of Chen’s time,which reflected his outstanding talent in governance and the quality of honesty and frugality.In Ten Measures for Changing the Official System,five measures were put forward for the idea of employing people,namely,to pass the way to the excellent,to make redundant,to have cheap salaries,to have special jobs,and to choose new ones,so as to alleviate the situation of dirty officialdom and talent decline at that time.His thought of employing people to a certain extent promoted the political reform of the late Qing Dynasty,and also had a certain enlightenment to the modern society.
