海南终身教育立法的现实基础及立法构造

摘　　要：健全的法律制度是保障终身教育科学健康有序发展的有效途径之一。近年来,海南终身教育工作蓬勃发展,终身教育体系不断完善,学习型社会建设逐步推进,但与此同时也存在着各地终身教育事业发展不均衡、管理体制和职责不明确、经费保障不到位等问题。因此,借鉴国内其他省市立法的经验,立足海南终身教育实践的现实需要,从立法框架、立法原则、立法内容等方面建构更加科学、开放、发展、完善的海南终身教育立法构造。A sound legal system is one of the effective ways to ensure the scientific, healthy and orderly development of lifelong education. In recent years, lifelong education in Hainan has been developing vigorously, and the lifelong education system has been continuously improved, while the construction of learning society has been gradually promoted. However, at the same time, there are also some problems such as the uneven development of lifelong education in different places, the unclear management system and responsibilities, and inadequate funding assurance. Therefore, by learning from the legislative experience of other provinces and cities in China and based on the practical needs of lifelong education practice in Hainan, efforts must be made to construct a more scientific, open, developed and perfect legislative structure of lifelong education in Hainan in terms of the legislative framework, principles and contents.
