社会治理创新语境下农村环境治理共同体培育研究

摘　　要：农村生态文明建设是乡村振兴战略的重要内容,要以多元主体参与农村环境治理的共同体培育来解决当前农村生态环境治理缺失的社会问题。农村环境治理共同体的培育是社会治理的创新形式,期望通过多元协同的主体合作,规范有序的环境营造以及协调均衡的内容创新来解决环境治理问题并提升治理效率。因此,基于社会治理创新主体、内容与环境分析当前农村环境治理共同体的培育进程具有指导意义。针对当前农村环境治理共同体培育进程中存在的治理主体碎片化、治理环境不稳定与治理内容滞后的问题,要坚持党的领导,通过培育基层社会治理组织与具有自主性的社会参与主体,发挥市场的资源配置作用,转变政府行政范式,重塑农村信任机制,来推动多元主体共同参与的农村环境治理共同体的培育进程。The construction of rural ecological civilization is an important part of the rural revitalization strategy,which requires multiple subjects to participate in the community cultivation of rural environmental governance to solve the current social problem of lack of rural ecological environmental governance. The cultivation of rural environmental governance community is an innovative form of social governance. It is expected to solve environmental governance problems and improve governance efficiency through multi-coordinated main body cooperation,standardized and orderly environment creation,and coordinated and balanced content innovation. Therefore,it is of guiding significance to analyze the current cultivation process of rural environmental governance community based on the main body,content and environment of social governance innovation. In view of the problems of fragmentation of governance subjects,unstable governance environment and lagging governance content in the current process of cultivating rural environmental governance communities,it is necessary to adhere to the leadership of the Party, through the cultivation of grass-roots social governance organizations and independent social participation subjects,to give full play to the role of the market in resource allocation,changing the government’s administrative paradigm,reshaping the rural trust mechanism,and promoting the process of cultivating a rural environmental governance community with the participation of multiple subjects.
