摘 要:基于地震灾害的区域性和破坏性特征,特大地震发生后单个城市面临的困难往往超过其自身的应对能力,需要从更广域的范围研究特大地震灾害防御的规划方法与措施。首先根据区域地震环境、地震影响相关性及行政区划等因素给出了区域性防灾组团的划设原则,其次按照“城市常态中心性”和“地震灾害风险”两方面因素构建了城市抗震防灾中心性强度评价指标体系,并利用改进的引力模型、潜力模型和最大引力联结线等提出了区域抗震防灾空间结构体系构建的定量化方法,最后以山东省为例进行了实例分析,为区域防灾空间结构体系构建和防灾资源配置提供借鉴与参考。Based on the regional and destructive characteristics of earthquake disasters,a single city can’t response effectively rely on its own capability after a major earthquake.it is necessary to study the planning methods for disaster prevention of major earthquakes from a wider range.First,the principle for the structure of regional disaster prevention space is given based on the regional earthquake environment,the correlativity of earthquake impacts and administrative divisions.Secondly,the centrality evaluation index system for earthquake resistance is given,and a quantitative method for the construction of regional earthquake-resistant and disaster-prevention spatial structure system is proposed using improved gravitation model,potential model and maximum gravitational connection line.Finally,a case analysis is carried out in Shandong Province,providing reference for the construction of regional spatial structure of earthquake and disaster prevention and the allocation of disaster prevention resources.
