推动黄河流域生态保护和高质量发展的水利实践与建议思考

摘　　要：黄河流域是我国重要的生态屏障和经济地带,提升水安全保障水平对推动黄河流域生态保护和高质量发展具有重要意义。系统总结了黄河流域生态保护和高质量发展国家重大战略实施三年来黄河保护和治理的进展与成效;从流域控制性水利枢纽工程建设、重点任务推进、水治理科技支撑、财政资金保障等方面分析了存在的问题;针对性地提出加快黄河骨干工程建设、加强全流域协作、攻关治水关键技术、建立生态补偿机制以及补齐水文化建设短板等建议,为“让黄河成为造福人民的幸福河”提供强有力的水利支撑。The Yellow River Basin is an important ecological barrier and economic zone in China. Accelerating water security is of great significance to promote ecological protection and high-quality development of the Yellow River Basin. This paper systematically summarized the progress and achievements of the ecological protection and high-quality development of the Yellow River Basin in the past three years, analyzed the existing problems of water security from the river basin control water project construction, key tasks to promote, water management technology support, financial fund guarantee and other aspects. Suggestions are put forward such as accelerating the construction of key projects, strengthening cooperation across the basin,speeding up technological breakthrough, establishing the basin ecological compensation mechanism and filling the weaknesses in water culture to provide strong water support for the realization of“let the Yellow River become a happy river for the benefit of the people.”
