摘　　要：健全新型举国体制,打赢关键核心技术攻坚战,是事关国家安全和高质量发展全局的重大战略任务。关键核心技术是国家间必争、具有高度垄断性和难以替代性的优质高档产品,它包含公共产品关键核心技术、市场产品关键核心技术与两用关键核心技术等不同类别。新型举国体制是服务于国家战略目标和重大需求,以国家利益为最高目标,在相关政府部门的主导下,充分利用市场机制动员、运用社会各方优势资源与力量,实施重大科技创新工程和突破关键核心技术,产生具有很高价值的复杂产品的组织模式与运行机制,主要适用于公共产品和两用关键核心技术领域,能够明确其具体性能、质量和使用要求的复杂终端新产品的开发。针对运用新型举国体制推进关键核心技术攻关的不同环节应采取不同组织模式和运行机制,多数情况下可以充分发挥市场机制的作用,并强化科技成果向市场产品领域的扩散和运用。Improving new system for mobilizing resources nationwide and winning the hard battle of achieving breakthroughs in core technologies are major strategic tasks concerning overall national security and high-quality development. Core technologies in key fields are high quality products with high monopoly and are difficult to replace, which includes different categories such as core technologies for public products, core technologies for market products and dual-use core technologies. The new system is an organizational model and operation mechanism that serves national strategic objectives and major needs, takes national interests as the ultimate goal, and makes full use of the market mechanism to mobilize and utilize the advantageous resources and strengths of all social parties to implement major science and technology innovation projects and breakthroughs in core technologies to produce complex products with high value under the leadership of relevant government departments. The system is mainly applicable to the development of new complex terminal products in the field of public products and dual-use core technologies that can specify their performance, quality and utilization requirements. Under the new system, different organizational models and operational mechanisms should be adopted for different aspects of promoting core technology research and development, which in most cases can give full play to the role of the market and strengthen the diffusion and application of scientific and technological achievements to market products.
