摘　　要：大学生医保具有的外部性和间接的公益性是其享有财政补贴的政策依据。目前,大学生医保在理念、体制机制和人力资源配置等方面还存在一些问题。针对大学生医保财政补贴管理运行碎片化的现状,为优化大学生医保财政补贴模式,从核心理念、制度体系、组织保障、运行机制、资源配置、实施路径等方面,提出了相应对策。The externality and indirect public welfare of college students’medical insurance are the policy basis for their financial subsidies.At present,there are still some problems in the concept,system mechanism and human resource allocation of college students’medical insurance.In view of the fragmentation of college students’medical insurance financial subsidy management,the corresponding countermeasures are put forward from the aspects of core concept,system,organization guarantee,operation mechanism,resource allocation and implementation path so as to optimize the mode of the subsidy.
