农村社区政社协同参与重大疫情防控的实例分析

摘　　要：文章基于对政社协同治理基本理论及其发展概况的回顾,以安徽H市LY村为例,分析农村社区政社协同参与新冠肺炎疫情防控的实践。研究发现,LY村基层政社协同参与疫情防控呈现出政府主体严密组织,社会公众积极参与的情形;协同机制主要基于科层组织体系间关系以及基层农村党、政、社之间引领、统合与嵌入的既有关系,将疫情防控任务与日常工作体系协同运行,但仍存在自治性、专业性不足以及社会组织力量薄弱等问题,建议进一步优化农村基层政社协同治理模式,切实推动治理重心下移,促进重大疫情防控中社会治理能力与治理体系现代化。Based on the review of the basic theory of government-society collaborative governance and its development in China, this paper takes LY Village in H City of Anhui Province as an example to analyze the practice of rural-community government-society collaborative participation in the prevention and control of COVID-19. The collaborative participation of grass-roots governments and communities in the epidemic prevention and control in LY Village showed that it was well-organized at the governmental level, and the public participated actively. The coordination mechanism was mainly based on the relationship embedding among respective departments and the guidance, integration, and embedding relationship among the governing party, local government, and society. Moreover, the tasks regarding epidemic prevention and control were coordinated with the routine work system. However, there were still several problems, such as lack of autonomy, weak professionalism, and insufficient participation of social organizations. It is suggested to further optimize the model of rural grass-roots government-society collaborative governance, to effectively promote the downward shift of the governance focus, and to promote the modernization of social governance capacity and governance system in major epidemic prevention and control.
