数字政府在高校服务乡村振兴中的作用研究

摘　　要：高校在服务乡村振兴中有着较为明显的技术优势、人才优势和智力优势,而数字政府在高校和乡村间起着重要的桥梁作用。数字政府作用于高校服务乡村振兴中的机理是数字政府全域覆盖的转型、纵横双向的有效协同以及在校地合作中的中介效用,目标是缩小高校与乡村间的时空距离、提供供需匹配平台、保证可溯性和延续性以及培育乡村振兴的信息能力。数字政府在高校服务乡村振兴中应设计有专门的作用平台、作用流程和作用技术,同时应从制度规范、多主体协同、基础设施建设和应用示范等方面来保障其作用得以发挥。Universities have obvious technical advantages,talent advantages and intellectual advantages in serving rural revitalization,and digital government plays an important role as a bridge between universities and rural areas.The mechanism of the role of digital government in the service of rural revitalization by universities is the transformation of digital government covering the whole domain,the effective coordination of vertical and horizontal directions and the intermediary effect of school-local cooperation.The goal is to narrow the space-time distance between universities and rural areas,to provide supply and demand matching platforms,to ensure traceability and continuity,and to cultivate the information ability of rural revitalization.The digital government should design a special platform,process and technology in the service of rural revitalization in universities,meanwhile give play to the role by institutional norms,multiagent coordination,infrastructure construction and application demonstration,etc.
