摘　　要：以县城为重要载体推动新型城镇现代化建设,是全面开启社会主义现代化国家建设新征程的重大战略部署。文本在总结分析我国城镇化发展历史逻辑的基础上,全面分析以县城为重要载体推动新型城镇现代化建设的内涵、特点及价值意蕴,深入研究新型城镇现代化建设的实施路径:全面落实“人的城镇化”,注重解决县城的人口流失、老龄化等问题;完善县城市政基础设施配置,巩固县城产业基础,发展县域特色经济和支撑产业;加强县城自然环境和历史文化遗产保护,提高居住环境质量;提高县城带动乡村发展的辐射能力,促进县乡村功能的有机融合;完善以县城为载体的新型城镇现代化建设的政策保障体系;在实施乡村振兴战略进程中加快县城现代化建设。Promoting the urbanization by taking the county as an important carrier is another major strategic deployment for comprehensively opening a new journey for the construction of a modern socialist country.By summarizing and analyzing the history of urbanization in China,this paper analyzes the content,significance and realization of the new mode of countybased urbanization,and explores the approaches to its realization.These approaches include:implementing the“people-centered urbanization”and solving the problems of population loss and population aging;Improving county-level infrastructure to sustain economic development with local characteristics;protecting natural environment and historical and cultural heritage to improve the quality of life;Increasing the radiation of the county to drive rural development;Establishing the policy system to guarantee county-based new urbanization;accelerating the modernization of the county in the process of promoting Rural Revitalization.
