论清廉民企制度要素、作用机制与实践逻辑

摘　　要：“清廉民企”作为新时代“两个健康”的重要内容,其制度化建设旨在完善社会主义市场经济下现代企业治理结构,塑造良性的现代商业文明。“清廉民企”要求民营企业符合道德资本的基本价值立场,通过规制性要素、规范性要素、文化认知性要素的联动作用机制,发挥市场引导、道德价值导向与企业内在价值传递的制度性要素功能,推动民营企业的良性生长。“清廉民企”在制度实践中要求政府层面实施系统施策的顶层设计安排,在市场层面充分发挥社会组织的服务效能,在企业内部转变传统的经营理念,以此形成政府、市场、企业等多方主体有效参与的清廉制度规范与实践活动,最终实现民营企业家高素质成长以及民营经济的高质量发展。As an important content of the“Two Healthy”in the new era,the institutionalization of“incorruptible private enterprise”aims at perfecting the modern enterprise governance structure under the socialist market economy and shaping the benign modern commercial civilization.“Incorruptible private enterprise”requires private enterprises to conform to the basic value of moral capital,and through the linkage mechanism of regulatory elements,normative elements,culture-cognitive elements,play the function of institutional elements of market guidance,moral value orientation and enterprise intrinsic value transmission,and promote the benign growth of private enterprises.In the system practice,“incorruptible private enterprise”requires the government to implement the top-level design arrangement of systematic policy,give full play to the service efficiency of social organizations at the market level,and change the traditional business philosophy in the enterprise,so as to form the clean system norms and practice with the effective participation of the government,the market,enterprises and other parties,and finally achieve the high-quality growth of private entrepreneurs and the high-quality development of private economy.
