数字医疗背景下老年人就医数字鸿沟现状及治理路径研究

摘　　要：老年人作为健康领域和现代信息技术领域的“弱势人群”,其就医数字鸿沟问题应受到更多关注。研究通过梳理分析相关数据,发现我国老年人因遭遇数字鸿沟而存在就医困难、健康信息利用率低等问题,并结合三级数字鸿沟理论,从技术接入和获取差距形成接入沟、技术利用差距导致使用沟和信息素养差距衍生知识沟三个方面分析老年就医数字鸿沟产生的环节和原因。最后提出了提高资源配置效率、确保适老化服务的供给、提升老年人健康信息素养和缩小老年人身体条件差距的治理路径选择,以有效消弭老年医疗数字鸿沟。As the"vulnerable population"in the field of health and modern information technology,the elderly should be paid more attention to the problem of the digital gap in medical treatment.By combing and analyzing the relevant data,we found that the elderly in China have obstacles to get access to health care and health information because of the digital divide.This paper analyzed the links and causes of the digital gap by expounding the three-level digital divide theory,namely,the access gap caused by technology input difference,the application gap caused by technology utilization difference,and the knowledge gap caused by information literacy difference.In the end,the paper puts forward the alternatives of governance paths by improving the efficiency of resource allocation,ensuring the supply of age-appropriate services,improving the health information literacy of the elderly and narrowing the gap in the physical condition of the elderly,so as to effectively eliminate the digital divide in the elderly medical treatment.
