档案服务企业参与家庭建档的调查分析和引导策略

摘　　要：随着档案工作服务民生主体方向的确立,家庭建档工作对于传承家风家貌形成良好家庭文化、丰富社会档案资源乃至推动社会文明进步的意义愈加突显。尽管当前家庭建档工作已取得了一定的成效并形成了不同的模式,但在发展规模上依然十分有限。近年来,我国档案企业服务企业增长迅速并且具有一定的档案管理技术储备和档案服务能力积累。因此,有必要引导档案服务企业参与家庭建档,以普及家庭建档并提升其效率,发掘档案服务企业业务新增长点以及促进档案事业的繁荣发展。为此,本文建议:(1)建立和完善家庭建档相关的质量标准与实施规范;(2)明确家庭建档工作的档案服务企业准入门槛;(3)对家庭建档工作提供政策扶持并鼓励参与其中的档案服务企业创新商业模式;(4)设立引导档案服务企业参与家庭建档的试点示范城市与社区。With the establishment of the main direction of archival work serving the people’s livelihood, the significance of collecting and cataloguing family archives for inheriting family style and appearance, forming good family culture,enriching social archival resources and even promoting the progress of social civilization is becoming more and more prominent. Although the current work of collecting and cataloguing family archives has achieved certain results and formed different models, its development scale is still very limited. In recent years, China’s archives service enterprises have grown rapidly and have a certain accumulation of archives management technology reserves and archives service capabilities. Therefore, it is necessary to guide archives service enterprises to participate in the work of collecting and cataloguing family archives, so as to popularize the work and improve its efficiency, explore new business growth points of archives service enterprises and promote the prosperity and development of archives. Therefore, this paper suggests:(1)establishing and improving the quality standards and implementation norms related to the work of collecting and cataloguing family archives;(2)clarifying the access threshold of archives service enterprises for the work of collecting and cataloguing family archives;(3)providing policy support for collecting and cataloguing family archives and encouraging archives service enterprises to innovate business models;(4)establishing pilot demonstration cities and communities to guide archives service enterprises to participate in the work of collecting and cataloguing family archives.
