温州科技企业孵化器建设现状、问题及对策

摘　　要：近年来,温州大力发展科技企业孵化器,孵化器数量大幅提升,探索科技企业孵化器高质量发展模式有助于推动温州经济高质量发展。基于2021年度科技部火炬统计的温州地区双创载体年报数据,采用实地调研、专家访谈、比较分析等方法,发现温州科技企业孵化器存在产业结构不合理、“研”与“企”衔接不够、专业化管理人才欠缺、早期天使投资缺乏等问题。未来的科技企业孵化器建设,应聚焦重点领域创新引领,建设高能级孵化载体;坚持多元主体联动发力,构建多类型孵化体系;厚植人才成长肥沃土壤,引育专业管理团队;注重政府市场协同供给,完善科技金融服务;深耕优势领域垂直孵化,形成专业化技术壁垒,打造创新生态网络。Thanks to Wenzhou’s vigorous development of science and technology enterprise incubators, the number of incubators has increased significantly in the past few years. Thus, exploring the high-quality development model of science and technology enterprise incubators is beneficial to promoting the high-quality development of Wenzhou’s economy. Based on the annual data of entrepreneurship and innovation carriers in Wenzhou areas of the Ministry of Science and Technology Torch Statistics in 2021, and by adopting the field research, expert interviews,comparative analysis and other methods, it is found that there exists a series of problems of Wenzhou science and technology enterprise incubators, namely, unreasonable industrial structure, weak convergence between “research” and “enterprise”, lack of professional management talents, a deficiency of early angel investment. It is recommended that the construction of science and technology enterprise incubators in the future should focus on innovation and leadership in key areas and build a high-energy incubation carrier;adhere to the linkage of multiple subjects to build a multi-type incubation system;enrich the soil for the growth of talents and attract professional management teams;focus on the coordinated supply of the government market and improve scientific and technological financial services;moreover,deepen vertical incubation in dominant areas and form specialized technical barriers, thereby, creating an innovative ecological network.
