摘　　要：“一带一路”倡议为沿线国家政策沟通、设施联通、贸易畅通、资金融通和民心相通带来了重大机遇,也对各类人才的合作交流及国际素养提出了非常高的要求。该文分析海洋人才国际素养所涉及的三个层面,探讨在“一带一路”合作交流中加强海洋人才国际素养培养的重要性与相关途径。The"Belt and Road"initiative creates significant opportunities for relevant countries in terms of national policy communication,infrastructure construction,international trade,financial integration and people to people exchange,as well as raising the bar for international cooperation and exchange and the development of global competence.This paper examines three dimensions for developing marine students’global competence,followed by the significance and strategies for improving global competence within the context of"Belt and Road"cooperation and exchange.
