从长三角地区实践看我国区域性高校战略联盟的发展与嬗变

摘　　要：区域性高校战略联盟对推进区域协调发展战略具有积极作用。长三角地区高校战略联盟作为我国区域性高校战略联盟的缩影,经历了从无到有、从少到多、从局部到全面、从省域到省际的发展过程,呈现出萌芽、省域发展、省际探索和全面发展等四个独立且相互联系的发展阶段。在演变过程中,联盟组建动机由政府推动的外在动机向高校自身发展的内在动机转变,合作内容由战术性“共享”向战略性“共生”转变,组织模式由平行模式向星型模式转变,运行机制由以保障为主型向保障、约束和激励综合模式转变。基于长三角地区的实践经验,我国区域性高校战略联盟亟须在提升政府参与治理效率、改革治理组织结构、完善运行体制机制、建立绩效评价制度和促进与社会深度融合等方面进行优化。The regional university strategic alliance plays a positive role in promoting China’s regional coordinated development strategy.As the epitome of the regional strategic alliance,the Regional University Strategic Alliance in the Yangtze River Delta has experienced the historical development process from scratch,from less to more,from partial to comprehensive,and from provincial to inter-provincial.It presents four independent and interrelated development stages:dawn of alliance,the development of provincial alliance,the exploration of inter provincial alliance and the all-round development of the alliance.In the process of evolution,the motivation of alliance formation has changed from external motivation promoted by the government to the internal motivation of the self-development of universities,the cooperation content has changed from tactical“sharing”to strategic“symbiosis”,the organization mode has changed from parallel mode to star mode,and the operation mechanism has changed from the guarantee-oriented type to the incentive,restraint,guarantee type.Based on Yangtze River Delta Economic Zone’s practical experience,regional strategic alliance of universities still needs to be further optimized in such aspects as improving the efficiency of government participation in alliance governance,reforming the governance structure,perfecting the operational mechanism,establishing the performance evaluation system and promoting deep integration with society.
