党组织参与治理、环境规制与绿色技术创新——来自我国A股重污染行业上市公司的经验证据

摘　　要：加强企业党组建设是当前公司治理改革的重要突破口。文章以2013-2020年我国A股重污染行业上市公司面板数据作为研究对象,探究党组织参与治理对企业绿色技术创新的影响。研究结果显示:党组织参与董事会、高管层治理显著促进企业绿色技术创新,环境规制负向调节两者之间关系;党组织参与治理对不同产权性质企业绿色技术创新的促进作用存在差异性。研究提出如下管理启示:健全党组织建设,提高领导层政策执行力和企业绿色技术创新效率;完善党组织参与治理机制,引导企业树立绿色创新价值观,降低绿色技术创新活动委托代理风险;正视党组织参与治理局限性,发挥党组织嵌入与环境规制的协同治理效应。Strengthening the construction of enterprise Party organizations is an important breakthrough in the current reform of corporate governance. This paper takes the panel data of listed companies in China’s A-share heavy pollution industry from2013 to 2020 as the research object to explore the impact of Party organizations’ participation in governance on the green technology innovation of enterprises. The research results show that the Party organization’s participation in the board of directors and the senior management governance significantly promotes the green technology innovation of enterprises, and the environmental regulation negatively adjusts the relationship between these two;there are differences in the role of Party organizations participating in governance in promoting green technology innovation in enterprises with different property rights. The study puts forward the following management enlightenment: promote the construction of Party organizations,improve the policy implementation of the leadership and the efficiency of enterprise green technology innovation;improve the mechanism for Party organizations participating in governance, guide enterprises to establish the values of green innovation, and reduce the risk of principal agents in green technology innovation activities;face up to the limitations of Party organizations’ participation in governance, and give play to the collaborative governance effect of Party organization embedding and environmental regulation.
