职教高考背景下的高职招生公平制度研究

摘　　要：职教高考制度是在高等职业教育改革发展进程中不断转型升级选择,为培养新时期国家经济产业发展需要的高技能人才拓宽了渠道,为国家职业技术技能软实力的传承提供了基础。职教高考背景下的招生制度主要是通过“文化素质+职业技能”的考试招生办法。多元化的考生类型及多途径的招生模式逐渐导致职教高考中的招生问题凸显,特别是在招生考试内容、考试形式、招生录取率等方面差异化较大,这一系列的差异和非标准化模式必然让职教高考制度建设目标与招生公平性产生矛盾。建立职教高考背景下的招生公平制度对促进职业教育改革发展乃至社会公平都具有重要性,实现职教高考公平制度必须要加强支撑保障体系,优化职教高考招考制度;完善管理服务体系,规范职教高考评价标准;健全监管督查体系,严肃职教高考招考程序。Vocational education for the college entrance examination system is in the process of development of higher vocational education reform continuously transformation and upgrading of choice,to develop national industry and economic development in the new period needs to broaden the channels of skilled talents,to inherit the national vocational skill soft power provides the basis.Under the background of vocational education for the college entrance examination enrollment system mainly through the“cultural quality and professional skill”examination recruitment methods.The enrollment of the examinee of diversified types and multi-channel mode lead to recruit students in the vocational education for the college entrance examination question highlights gradually,especially in the recruitment of students test content,test format,the respect such as admission acceptance rate difference is bigger,the series of differences and non-standard mode will inevitably make vocational education for the college entrance examination system construction goal and the enrollment fairness conflict.It is necessary to build system of vocational education under the background of the college entrance examination enrollment fair to promote the development of vocational education reform and social fairness has importance,to realize equity of vocational education for the college entrance examination system must strengthen support security system,optimize vocational education for the college entrance examination enrollment system;perfect the management and service system,vocational education for the college entrance examination assessment standards;improve the regulatory supervision system,serious vocational education for the college entrance examination enrollment procedures.
