“经营村庄”背景下的村干部行为逻辑

摘　　要：通过对中部地区Y村的个案分析,探讨地方政府“经营村庄”背景下村干部的行为逻辑。结果表明:地方政府的经营行为引致经济能人介入村庄政治并进行权力实践,形成高度集中的权力结构、公共资源的私人性分配以及私人关系渗透公共关系的政治秩序。具有产业经营能力的经济能人为了获取项目运作的潜在利益,积极配合地方政府“经营村庄”,以此获得地方政府的支持。因此,经济能人构建以自身为核心的“权力-利益”网络,积极开展项目经营,从而提高村庄社会声望,吸纳普通村民,维护私人化的村庄政治秩序。村干部的权力实践及村庄政治私人化是项目资源激励与乡村利益连带相互作用的结果,对于乡村治理产生消极影响。基于此,建议重新审视项目资源下乡的目的与方式,加强对基层组织的政治引导,建立健全基层权力监督体制,充分保障人民当家作主的权利。Through the case analysis of village Y in the middle of China,this paper discussed the behavior logic of village cadres against the background of local government “managing villages”.The results shows that the management behavior of the local government causes the economic talents to intervene in the village politics and carry out the power practice,the formation of a power structure highly centralized,private distribution of public resources and permeation of private relations in the political order of public relations.In order to obtain the potential benefits of project operation,people who are able to carry out industrial operation actively cooperate with the local government to “manage villages” and obtain the support of the local government.Based on this,the economically capable individuals construct the "power-benefit" network taking themself as the core and develop the project management positively,thus enhancing the village social prestige,absorbing the ordinary villagers,and maintaining the private village political order.The power practice of village cadres and the privatization of village politics are the result of the interaction between project resource incentive and village interests,which has a negative impact on village governance.Therefore,we should re-examine the purposes and ways of project resources going to the countryside,strengthen the political guidance to the grass-roots organizations,establish and improve the supervision system of grass-roots power,and fully guarantee the people’s right to be masters of their own country.
