江苏“一流多元”高等教育结构的概念内涵、基本特征与时代意蕴

摘　　要：高等教育进入普及化阶段,应将人民对优质高等教育资源的需求作为出发点和落脚点,迈向质量更优和特色更强的“一流多元”新格局。面对高等教育普及化新阶段、新要求,江苏应构建“一流多元”高等教育结构。江苏“一流多元”高等教育结构“类中有层、层中有类、类中有类、层中有层”,而且不同层次的高等教育“各司其职、各安其位、明确分工、协同合作”,不同特色的高等学校形成“各美其美、美人之美、美美与共”的生态格局,凸显面向社会需求与立足地方发展并重、瞄准江苏产业与优化评价机制并行、统筹协调发展与建构三大治理并进的基本特征,是推动高质量发展的具体体现、实现“两争一前列”的有力支撑、建设“高教强省”的重要保障。When China s higher education has entered the stage of universal access,it should take the people s demand for high-quality higher education resources as the starting point and end point,and advance towards the new pattern of “first-class and diversity”with better quality and more distinct features,which Jiangsu Province has been endeavoring to construct.Jiangsu “first-class and diversified”higher education structure is composed of different tiers and categories,including sub-tiers and sub-categories.Multi-level higher education plays its own part in its right place with distinct divisions and close collaboration.The schools with different features form an ecological system of self-development and co-development.It highlights the three basic characteristics of facing social needs and focusing on local development,aiming at Jiangsu industry and optimizing the evaluation mechanism,and making overall planning and coordinated development.It is a concrete manifestation of high-quality development,a strong support for realizing the“ Two Struggles and One Front Row”,and an important guarantee for “provincial development through higher education”.
