摘　　要：党的十八大以来铸牢中华民族共同体意识成为新时代民族工作的主线,这与新时代我国国内主要矛盾的变化和百年未有之大变局的世界局势密切相关,是满足各族人民对美好生活向往的需要。铸牢中华民族共同体意识富有政策和理论意义。公民层面的政策是充分发挥人民的力量,培育人民主人翁的意识,打牢中华民族共同体思想基础;民族层面的政策是处理好56个民族与中华民族之间的关系;国家层面的政策是在国家主导下进一步加强中华民族共同体建设;国际层面的政策是建立新时代国际统一战线,团结一切可以团结的力量,实现中华民族伟大复兴,构建人类命运共同体。理论上讲,铸牢中华民族共同意识既有“多元一体”的结构性理论内涵,也有“共有家园”的话语体系内涵,是一个系统、发展和实践的理论。Since the 18th National Congress, forging a strong sense of the Chinese national community has become the main line of ethnic work in the new era. This is closely related to the changes in China’s major domestic contradictions in the new era and the world situation, which has undergone unprecedented changes in the past century, and is necessary to meet the aspirations of the people of all ethnic groups for a better life. Forging a strong sense of Chinese national community is full of policy and theoretical significance. The policy at the citizen level is to give full play to the power of the people, cultivate their sense of ownership and lay a firm ideological foundation for the Chinese national community;the policy at the ethnic level is to deal with the relationship between the 56 ethnic groups and the Chinese nation;the policy at the national level is to further strengthen the building of the Chinese national community under the leadership of the state;the policy at the international level is to establish an international united front in the new era and unite all the forces that can be united At the international level, the policy is to establish an international united front in the new era, unite all forces that can be united, achieve the great rejuvenation of the Chinese nation and build a community of human destiny. Theoretically speaking,forging Chinese national community consciousness has both the structural theoretical connotation of "pluralism and unity" and the discourse system connotation of " shared homeland", which is a systematic, developmental and practical theory.
