突发公共事件后社区集体行动何以可能?——基于W市S小区的社会资本分析

摘　　要：在建设“共建、共有、共享”社会治理格局背景下,对基层城市社区自治能力的探究十分必要。本文运用微信民族志法,基于公共传播分析框架对W市S小区的集体行动进行追踪考察。通过S小区微信群的分析,发现突发公共事件发生后,S小区微信群中多元主体入场、公共内容沟通增加和自组织行动产生。社会资本发生明显变化,具体表现为社会网络扩张、社会信任萌发和集体规范体系形成。基于集体行动和社会资本理论,分析认为突发公共事件发生后S小区增长的社区社会资本为集体行动提供交流、动员和监督平台、降低行动风险和供给行动制度。本文尝试在突发公共事件背景下,检验在互联网技术应用下社会资本变化对集体行动的促进作用,展现了社会资本在提升社区自治能力中的重要作用。In the context of building a social governance pattern of“joint construction,ownership and sharing”,it is necessary to explore the governance ability of grassroots community in cities.In this paper,we use the WeChat ethnography method to track the collective action of S Community in W City with the public communication analysis framework.It was found that after the emergence of public events,multiple actors entered,public content communication increased,and self-organized actions were generated in the WeChat groups of the Community.Significant changes in social capital occurred,specifically in the form of expansion of social networks,sprouting of social trusts and formation of collective normative systems.Based on the collective action theory and social capital theory,the paper suggests that the increased social capital in S Community after emergence of public events will provide a platform of communication,mobilization and monitoring to reduce action risks and offer action systems for collective actions.This paper attempts to examine the promoting role of social capital increase in collective actions after application of Internet technology at the emergence of public events,showing the important role of social capital in enhancing community governance ability.
