藏区水电工程造价管理要点简析

摘　　要：大型水电工程是国民经济建设和社会发展的重要基础设施,而藏区的大型水电工程通常有着更艰苦的建设环境、更复杂的地方政策环境,建设成本高、地方维稳要求高,其对应的工程造价管理变得更为复杂,也更为重要。本文从藏区水电工程建设的特点出发,以造价管理的各重要环节为切入点,探索了造价管理控制的空间,并在总结实践经验基础上提出了有益的思路和可行的措施。Large-scale hydropower projects are important infrastructures for national economic and social development.While,hydropower projects in Xizang area usually are of more difficult construction environments,more complex local policies,higher construction costs,and higher requirements on local social stability.The corresponding cost management of the projects is more complex and important.Considering the specific characteristics of hydropower project construction in Xizang area,the key links of the cost management are discussed and the control space for cost management is explored.The practical experience is summarized and some useful ideas and feasible measures are proposed.
