摘 要:流域水工程协同调度是控制和管理洪水、协调水沙关系、合理配置水资源、支撑流域生态保护和高质量发展的关键手段,必须协调上下游、左右岸、干支流、汛期与非汛期等关系。围绕当前黄河水工程调度存在的多目标调度协同难、水库排沙与河道输沙协同难、全河大尺度生态调控难等难题,从属性协同、空间协同、时间协同、目标协同、工程协同5个维度全面分析了黄河水工程调度的协同与竞争关系。从充分发挥流域水工程综合效益的角度出发,以协同学理论为指导,识别了黄河水工程协同调度的序参量并确定其阈值,构建了黄河水工程多维协同调度模型,系统提出了黄河水工程多维协同调度的初步理论框架,为流域多目标激烈竞争关系的水工程协同调度研究提供参考。Collaborative scheduling of water projects is a key means to control and manage floods in the basin, coordinate the relationship between water and sediment in the basin, reasonably allocate water resources in the basin and support ecological protection and high-quality development in the basin, which must coordinate the relationship between upstream and downstream, left and right banks, main and tributaries, and flood and non-flood periods in the basin. In this paper, we analyzed the synergy and competition of Yellow River water project regulation from five latitudes, i.e. synergy in nature, synergy in space, synergy in time, synergy in objectives and synergy in engineering, in view of the difficulties of synergy in multi-objective regulation, difficulty in sediment transport synergy of reservoir sediment discharge channel and difficulty in large-scale ecological control of the whole river. From the perspective of giving full play to the comprehensive benefits of basin water projects, this paper identified the sequential parameters and determined the thresholds for the synergistic regulation of Yellow River water projects, constructed a multi-dimensional synergistic scheduling model of Yellow River water projects and systematically proposed a preliminary theoretical framework for the study of multi-dimensional synergistic scheduling of Yellow River water projects. It was hoped that this paper could provide a reference for the research on collaborative regulation of water projects in river basins where there were multi-objectives in fierce competition.
