城市错时共享停车政策实施影响谱系实证分析

摘　　要：错时共享停车可有效缓解城市停车资源紧张所造成的供需矛盾,得到各级政府的青睐。基于实证分析,探讨错时共享停车政策定位、制定与实施,采用质性研究方法跟踪评价北京市错时共享停车政策推行过程,应用扎根理论分析方法对政策实施各环节进行实证分析。共采访座谈政府基层工作人员22人、企业代表10人、居民代表18人,整理形成具有理论饱和性的访谈资料,而后开展逐层编码分析,得到89条概念和44个初始范畴,最终凝练为5个核心范畴,分别是居民需求与责任、企业关注与要点、市级政府职责、区级政府职责、街道政府职责。由此围绕政府、企业、居民三方主体职责构建城市共享停车政策实施影响谱系图,全要素解读错时共享停车政策制定与实施关注事项,最后面向北京及国内其他城市提出错时共享停车政策发展建议。Staggered shared parking is an effective measure to alleviate the tension of urban parking resources and is promoted by governments at all levels.Based on the empirical analysis,the positioning,formulation and implementation on the staggered shared parking policy are discussed,the qualitative research to track and evaluate the implementation process of the staggered shared parking policy in Beijing is used,and the grouded theory method to empirically analyze various aspects of the policy implementation is applied.A total of 22 interviews with grassroots government staff,10 interviews with representatives of enterprises,and 18 interviews with representatives of residents were conducted to compile theoretically saturated interview data,which were then coded and analyzed to obtain 89 concepts and 44 initial categories,and finally condensed into 5 core categories,namely,municipal government responsibilities,district government responsibilities,street government responsibilities,enterprise concern and key points,and residents’needs and responsibilities.Based on this,a pedigree of the impact of the implementation of urban shared parking policy is established around the responsibilities of the governments,enterprises and residents,and the concerns of the formulation and implementation of the shared parking policy are fully explained.Finally the suggestions for the development of shared parking policy in Beijing and other cities in China are put forward.
