湖南省战略性新兴产业的技术供需协同度研究——基于复合系统协同度模型的实证

摘　　要：战略性新兴产业技术供需的有效协同有利于科技资源的优化配置并促进技术成果向产业的高效转化。基于湖南省近十年的面板数据,利用复合系统协同度模型进行的测算发现,湖南省战略性新兴产业技术供需复合系统协同度总体较低,处于轻度失调状态,其中技术供给子系统有序度较高,但技术需求子系统有序度较低。湖南省战略性新兴产业技术供需协同度较低的原因主要在于总体研发投入水平较低,对科研人才的激励机制尚不健全,企业技术更新速度较慢以及技术成果转化效率不高等方面。根据分析结果,可从技术供给、中介服务机构、技术需求三个维度采取相应策略促进湖南省战略性新兴产业技术供需高效协同。The effective coordination of technological supply and demand in strategic emerging industries is conducive to the optimal allocation of scientific and technological resources and the efficient transformation of technological achievements into industries.Based on the panel data of Hunan Province in recent ten years,this paper uses the synergy degree model of compound system to calculate,and finds that the synergy degree of compound system of strategic emerging industries in Hunan Province is low and in a mild disorder state.The order degree of technology supply subsystem is high,but the order degree of technology demand subsystem is relatively low.The reasons for the discoordination of technology supply and demand of strategic emerging industries in Hunan Province mainly lie in the following aspects:the overall investment level of R&D is low,the incentive mechanism for scientific research talents is not perfect,the technological updating speed of enterprises is slow and the efficiency of technological achievements transformation is not high.According to the analysis results,policy suggestions are put forward to promote the efficient coordination of technology supply and demand of strategic emerging industries in Hunan Province from the three dimensions of technology supply,intermediary service institutions and technology demand.
