优化的五重螺旋促进科技成果转化的运行机理研究——基于安徽中磁高科案例

摘　　要：科技成果转化是服务科技治理体系现代化的有效途径,作为一个复杂多链条的体系,它需要以“大学-产业-政府-用户-环境”为要素,在突显和强调质量-效率为核心的优化五重螺旋基础上展开。研究旨在运用优化的五重螺旋理论有效践行官产学研金介用的深度融合,有效解决科技成果转化效率长期低下的痛点难点问题。在对优化五重螺旋的经济、研发、需求、环境和政策子系统的功能定位基础上,构建出五重螺旋促进科技成果转化的内在循环→相互协作→全面协同三层次运行机理及模型,结合安徽中磁高科的案例,揭示出五重螺旋促进创新型企业成果转化的内在规律。在此基础上,进一步提出促进科技成果转化的供给侧“生力军”、需求侧“加速器”、转化渠道“连接仓”及政策“领航器”的全链条协同建议,以利于实现知识经济、知识社会、生态环境和社会基于质量与效率的成果转化演进。The transformation of technological achievements is an effective way for the governance of scientific and technological modernization.As a complex multi-chain system, it needs to be carried out on the foundation of the quintuple helix with “university-industry-government-user-environment” as the element, emphasizing the quality-efficiency as the core.The research intends to use the theory of optimized quintuple helix to effectively practice the deep integration between “government-industry-universities and research institutions-technological intermediary-users”,which will effectively solve the weakness of low efficiency for transformation of scientific and technological achievements in long-term.On the basis of positioning the function of the economic, research and development, demand, environment and policy subsystems for the optimized quintuple helix, and tried to construct the three-level operation mechanism and model as “internal recycling→mutual collaboration→total synergy” for the quintuple helix to promote the transformation of technological achievements.Through the exploratory case study of Anhui Zhongci Hi-tech Co.,ltd, and intended to reveal the inherent law of the quintuple helix to promote the transformation of technical achievements for the innovative enterprises.On this basis, making suggestions of the whole chain to promote the transformation of technological achievements based on the quality and efficiency by optimizing the supply, accelerating the demand, smoothing the transformation channel and strengthening the guidance of the policy, try to fulfill the co-evolution of knowledge economy、knowledge society、ecological environment and society for the transformation of technical achievements.
