摘 要:家庭经济条件是制约贫困家庭教育支出的重要因素。我国政府通过费用减免和现金资助的方式构建了义务教育阶段的贫困学生教育资助体系。基于CIEFR-HS2017数据,采用多元回归和倾向得分匹配法(PSM)分析发现,减免学费和免费午餐等减免形式的资助有效缓解了城乡贫困家庭教育负担,对其校内支出和某些校外支出产生了挤出效应;而奖学金、助学金等现金形式的资助,则起到了促进贫困家庭校内物质支出增长的挤入效应。此外,教育资助对农村贫困家庭的影响大于城镇,对家庭校内教育支出的影响强于校外教育支出。The family economic condition has a serious responsibility thrust upon poor family’s education expenditure.The Chinese government has established an educational grant-in-aid system for poor students in the compulsory education stage through tuition fee reduction and cash assistance.This paper uses methods of multiple regression and propensity score matching(PSM)to analyze the data of CIEFR-HS2017.The findings show that educational subsidization in the form of exempting tuition fees and providing free lunch effectively alleviates the burden of education expenditure of poor families,but has a significant substitution effect on the in-school expenditure and some out-school expenditure of poor families.Meanwhile,the educational subsidization in the form of cash,such as scholarships and grants,plays a boost in material expenditures inside the schools of poor families.Moreover,the impact of educational aid on rural poor families is greater than that on families in urban areas,and the impact on in-school learning expenditure is stronger than out-school learning expenditure.
