摘 要:法国行业协会是推动职业教育发展、引领区域创新的重要主体。在资源约束条件下,行业协会通过异质性价值主体的联结,形成了不同的资源组合,在获得自身组织资源无法带来的优势的同时实现价值共创。作为法国最大的工商会组织,巴黎法兰西岛工商会建立了相对完善的职业教育与培训体系,素有“法国第二教育部”之称。基于资源基础理论与价值共创理论融合框架,通过对巴黎法兰西岛工商会分析发现,在引领职业教育价值共创过程中形成了“联动-共生”“合作-共赢”“协同-共存”等代表性模式,并取得构建终身职业技能教育与培训体系、优化区域技能生态系统、推进区域创新驱动发展等实效。法国行业协会在引领职业教育价值共创方面取得了进展,并呈现出鲜明特色,对我国推动行业协会参与职业教育治理具有一定的参考价值。Industry associations play an important role in promoting the development of vocational education in France and leading the development of regional innovation. Under resource constraints, industry associations form diverse resource combinations through the association of heterogeneous value hosts, enabling value co creation while achieving quality that cannot be brought about by access to their own organizational resources. The Ile-de-France Chamber of Commerce and Industry in Paris, as the largest chamber of commerce in France, has established a relatively complete vocational education and training system, and is known as the ‘Second Ministry of Education in France’. Based on the integration framework of resource-based theory and value co-creation theory, through the analysis of Ile-de-France Chamber of Commerce and Industry in Paris, it is found thatlinkage-symbiosis, cooperation-win-win and synergy-coexistence, have been formed in the process of leading vocational education value co-creation and achieved practical results such as building a life-long vocational skills training education and training system, optimizing the regional skills ecosystem, and promoting regional innovation-driven development.French industry associations have made progress in leading the value creation of vocational education, showing distinctive characteristics, which has a certain reference value for our country to promote associations to participate in the governance of vocational education.
