摘　　要：实施校院两级管理是深化高等教育改革的重要举措。分析了地方高校现行校院两级教学管理存在的普遍问题,从构建质量监控评价体系、健全教学规章制度体系、加强教学质量文化建设、完善现代大学制度内部治理四个角度论述了改革的必要性,提出建立以学院为中心,较为深入和完善的校院两级教学管理新模式,激发学院自身办学活力,促进学校整体发展。The implementation of two-level management is an important measure to deepen the reform of higher education.The common problems existing in the current two-level teaching management of local colleges and universities are analyzed,and the necessity of reform are discussed from four perspectives:building a quality monitoring and evaluation system,improving the teaching rules and regulation system,strengthening the construction of teaching quality culture,and enhancing the internal governance of the modem university.It is proposed to establish a new model of two-level teaching management with the college as the center,which is more in-depth and perfect,so as to stimulate the vitality of the college itself and promote the overall development of the university.
