摘　　要：当前我国正从教育大国向教育强国迈进,教育总体发展水平进入世界中上行列,但与此相对应的是以校车服务为代表的教育配套措施发展却明显滞后。“中国式接孩子”现象引发了诸多社会问题及矛盾,如加重家长养育负担、加剧交通拥堵状况以及浪费社会资源等,已经影响到人民的生活秩序和水平以及社会和谐。问题的症结在于政府在校车服务社会化发展过程中引导不利,存在错位、越位和缺位的问题,限制了校车服务社会化的发展,导致校车服务供给无法满足需求。因此,解决“中国式接孩子”问题的关键在于积极引导校车服务社会化的发展,通过明确政府与市场的边界、构建校车服务供给的协同和责任分担机制,以及完善校车服务社会化发展的制度性保障等方式,积极培育社会化服务体系以提升校车服务的社会化水平。At present, China is developing from a big nation of education to a nation of quality education, and China now appears in the mid-to-top range of world education rankings. However, the development of educational supportive measures represented by school bus service still calls for further improvement. The children transportation has become a social problem and triggered many social tensions, such as disrupting the order of social life, wasting the parents’ energy and time, increasing the economic burden of families and the cost of employment, aggravating traffic congestion near schools, causing a serious waste of resources, and raising education cost for the society, which has been a serious threat to the construction of harmonious society. At the same time, with the process of urbanization and industrialization, the children transportation problem in urban areas is different from that in rural areas. In rural areas, the compulsory school merger program has increased the transportation distance, which increases the burden on both students and parents. It may also cause some students to drop off school, which has a negative effect on educational equity. The increasing number of students admitted in urban areas makes children transportation problem more serious and aggravates traffic congestion. School transportation service is the basis that guarantees students to receive education, so that providing school transportation as required should be an important supporting measure for education.The intention and the aim of solving children transportation problem is to meet the needs of students and relieve parents’ burden. The key to solving this problem is to actively promote the socialization of school bus services and establish a socialized school bus service system led by the government.
