科技战略研究的若干范式分析

摘　　要：针对当前科技战略思想、战略理论、战略研究方法不完善、未达共识的问题,通过理论分析和对比研究,溯源并梳理战略思想的发展与演化,对不同历史阶段、不同应用领域的战略思想、战略理论的特征进行总结;研究提出我国语境下科技战略的内涵与特点,以及科技战略研究的6类范式:跟随创新的战略范式、政治主导的战略范式、场景牵引的战略范式、技术推动的战略范式、学界酝酿的战略范式、竞争驱动的战略范式,并提出涵盖6类范式的集成式科技战略研究框架。Aiming at the imperfection and lack of consensus of the current scientific and technological strategic thinking, strategic theory, and strategic research methods, by the pathway of theoretical analysis and comparative research, this paper traces the development and evolution of strategic thinking, and summarizes the characteristics of strategic thinking and strategic theory in different historical stages and different application fields. The study puts forward the connotation and characteristics of the concept of science and technology strategy in the context of China,and puts forward six paradigms of strategic research of the strategic paradigm of following innovation, the strategic paradigm led by politics, the strategic paradigm driven by scenarios, the strategic paradigm driven by technology,the strategic paradigm brewed in the academic circles, and the strategic paradigm driven by competition. Further, an integrated science and technology strategy research framework covering above six paradigms is proposed.
