摘　　要：数字技术的发展与应用正在改变国际政治与经济的组织形式,为各行为体在国际政治经济领域的互动提供了新的手段和模式,也为重塑国际政治经济秩序创造了与以往大不相同的实践条件和基础。从国际政治经济秩序的基础变化来看,数字技术既推动了国内政治和国际政治的数字化转型,也推动了全球经济的数字化转型。从国际政治经济秩序的内涵来看,数字时代国家主体和市场主体之间的差异更加明显、竞争更加聚焦,两者互动产生的影响也更加广泛,国际政治经济领域日益呈现复合互动态势。从国际政治经济秩序的结构来看,世界各国在数字立法、执法和司法以及国际数字技术标准与数字经济规则等领域的制度博弈更加激烈。同时,在以美国为代表的发达经济体的推动下,全球数字技术与数字经济平行体系也初现端倪。The development and application of digital technology is changing the organizational form of international politics and economy, providing new means and modes for the interaction of various actors in the international political and economic spheres, and creating practical conditions and foundations for reshaping the international political and economic order that are very different from those in the past. In terms of the changes in the foundations of the international political and economic order, digital technology has driven the digital transformation of both domestic and international politics, as well as that of the global economy.In terms of the content of the international political and economic order, the differences between state actors and market players in the digital era are more pronounced, competition is more focused, and the impact of their interaction is more extensive. Therefore,the international political and economic sphere is increasingly characterized by compound interactions. From the perspective of the structure of the international political and economic order, the institutional gaming in the fields of digital legislation, law enforcement and justice, as well as international digital technology standards and digital economic rules, has become more intense. At the same time, under the push from the advanced economies, especially the United States, the parallel system of global digital technology and digital economy has also emerged.
