摘 要:生态文明建设气象保障标准化是提升生态文明建设气象保障工作质量和水平的重要手段,是强化生态文明建设气象支撑的有效途径,然而我国尚未建立生态文明建设气象保障标准体系。本文通过总结梳理生态文明建设气象保障现状,分析了生态文明建设气象保障标准化存在的不足;根据标准体系构建原则,以《气象高质量发展纲要(2022—2035年)》中的有关内容为基础,整合近年关于生态文明建设气象保障服务的相关政策文件,构建由基础通用标准、生态气象观测、生态气象监测、生态气象评价、生态气象预报预警、生态气候区划和资源利用、气候和气候变化生态影响评估、生态保护修复工程气象保障、绿色低碳发展气象保障等12个子体系构成的生态文明建设气象保障标准体系;分析了各子体系标准现状并指出了未来发展方向,以期为充分发挥标准化在生态文明建设中的支撑和引领作用提供思路。Meteorological guarantee standardization for ecological civilization is an important means to improve the quality and level of meteorological guarantee for ecological civilization,and also an effective way to strengthen meteorological support for ecological civilization.However,China has not yet established a meteorological guarantee standards system of ecological civilization.Through summarizing the current situation of meteorological guarantee for ecological civilization,this paper analyzes the shortcomings of meteorological guarantee standardization for ecological civilization.In accordance with the principles of establishing a standards system,and on the basis of the Outline for High-quality Meteorological Development(2022-2035),this paper has integrated relevant policies on meteorological support for ecological civilization in recent years,and established a meteorological guarantee standards system of ecological civilization.The system consists of 12 sub-systems,including basic general standards,eco-meteorological observation,eco-meteorological monitoring,eco-meteorological evaluation,eco-meteorological forecast and early warning,eco-climatic regionalization and resource utilization,ecological impact assessment of climate and climate change,meteorological support for ecological protection and restoration projects,and meteorological support for green and low-carbon development,etc.This paper analyzes the status quo of standards in each sub-system and points out the future development direction,providing ideas for giving full play to the supporting and leading role of standardization in the construction of ecological civilization.
