颠覆性技术多元化投入机制构建思路的案例研究

摘　　要：以美国电子复兴计划与高超声速项目为例,从投入主体、投入客体、运作机制与保障手段等视角探讨颠覆性技术多元化投入机制的内在机理。研究发现,政府驱动是引导颠覆性技术多元化投入主体的重要方式;科学配置是选择颠覆性技术多元化投入客体的主要原则;运作高效是提升颠覆性技术多元化转化流程的关键渠道;生态优化是保障颠覆性技术多元化创新产出的有力手段。进一步地,在此基础上从投入渠道的开源扩容、投入动力的激励风控、投入效率的流程优化与投入保障的生态构建四大方面构建颠覆性技术多元化投入机制的理论模型。Taking the American Electronics Resurgence Initiative and Hypersonic Project as examples,this paper discusses the internal mechanism for diversified investment of disruptive technology from the perspective of investment subject,investment object,operation mechanism and guarantee means.The research finds that government driving is an important way to guide the diversified investment subject of disruptive technology,scientific allocation is the main principle for choosing the diversification investment object of disruptive technology,efficient operation is the key channel to improve the diversified transformation process of disruptive technology,ecological optimization is a powerful means to ensure the output of disruptive technological diversification innovation.Further,on this basis,the theoretical model of disruptive technology diversification investment mechanism is constructed from four aspects,including the open source and expansion of investment channels,the incentive and risk control of investment enthusiasm,the process optimization of investment efficiency and the ecological construction of investment guarantee.
