村镇公共建设项目EPC总承包模式选择的影响因素——基于扎根理论的探索

摘　　要：研究村镇公共建设项目业主EPC总承包模式选择行为的影响因素,有助于为深入推广EPC总承包模式提供政策建议。通过实地调研的方式,本文选取我国江苏、重庆、陕西、河北、贵州、广西的11个区、县以及镇级政府的主管部门领导进行半结构化访谈。采用扎根理论的研究方法,经过开放式编码、主轴编码和选择性编码,形成了44个概念,25个范畴和4个核心范畴。结果表明:村镇公共建设项目中选择EPC总承包模式的影响因素包括:项目特征与目标、业主特征与需求、EPC模式的认知和EPC模式的发展水平四个方面。基于研究结果,本文构建出村镇公共建设项目业主EPC总承包模式选择机理的理论模型,并提出了促进EPC总承包模式在村镇公共建设项目中使用和发展的针对性建议。Research on the influencing factors of the selection of EPC general contracting model of public construction project owners in village and town is helpful to provide policy suggestions for in-depth promotion of EPC general contracting model. This paper conducts semi-structured interviews with leaders from 11 districts, county and town-level governments in Jiangsu, Chongqing, Shaanxi, Hebei, Guizhou and Guangxi through field research. Using grounded theory research methods, through open coding, spindle coding and selective coding, 44 concepts, 25 categories and 4 core categories have been formed. The results show that the factors influencing the selection of EPC general contracting model in public projects of village and town include four aspects: project characteristics and objectives, owner characteristics and needs, EPC model cognition, and EPC model development level. Based on the research results, this paper constructs a theoretical model of the selection mechanism of the EPC general contracting model of the public construction project owners in villages and towns, and puts forward specific suggestions to promote the use and development of the EPC general contracting model in the public construction projects of the village and town.
