摘　　要：事前绩效评估作为全过程预算绩效管理的起点,得到越来越多的重视和关注。本文在分析事前绩效管理的意义和面临挑战的基础上,针对信息化项目的特点,构建了信息化项目事前绩效评估指标体系。评估指标体系共涵盖5个一级指标、15个二级指标、51个三级指标,为信息化项目事前绩效管理提供了支撑。As the starting point of budget performance management in the whole process,priorperformance evaluation has received more attention and concern.Based on the analysis of the significance and challenges of prior performance management,this paper constructs the priorperformance evaluation index system of informatization projects according to the characteristics of informatization projects.The evaluation index system covers 5 first-level indicators,15 second-level indicators and 51 third-level indicators,which provides support for the prior performance management of informatization projects.
