碳中和视域下新能源发展助推乡村振兴实践机制探究——以海南省澄迈县老城镇为例

摘　　要：现阶段“能源—经济—环境”的低碳链条正在形成,但是在面对仍然以传统能源为主的乡镇地区,新能源发展助推乡村振兴是时代命题。通过对澄迈县老城镇进行田野调查,以能源权为基点,从权利主体、权利内容、权利客体三个层面进行阐述,以小见大探讨乡镇地区新能源模式发展,如加快健全新能源准入模式,大力完善新能源运行模式、促进规范新能源救济模式、强化新能源责任追究等努力建设“零碳”乡镇地区,促进乡村振兴全面发展。At the present stage,the low carbon chain of"energy-economy-environment"is being formed,but in the rural areas,which are still dominated by traditional energy sources,the development of new energy to promote rural revitalization is the proposition of the times.Through a field survey in the Laocheng Town of Chengmai County,we take the right to energy as the base point,and elaborate on three levels:the subject of rights,the content of rights,and the object of rights,and discuss the development of new energy model in township areas in a small way,such as accelerating the improvement of new energy access model,vigorously improving the new energy operation model,promoting the standardization of new energy relief model,and strengthening new energy accountability.to build"zero carbon"township areas,and promote the comprehensive development of rural revitalization.
