高校干部制度执行力提升策略研究

摘　　要：作为学校治理的主体力量之一,高校干部的制度执行力在推进高校治理体系和治理能力现代化进程中具有重要作用。当前,高校部分干部在制度执行方面存在对制度缺乏认同感、对制度了解不够全面系统、对制度执行缺少担当作为、对制度执行的现代思维与手段运用不足等问题,因此,以“四个到位”提升执行意识,以“四级培训”提升执行能力,以“四个保障”构建协同机制,以“四个运用”形成执行合力,这些策略对提升高校干部的制度执行力具有重要意义。As the main force of school governance,the cadres’system implementation capacity plays a vital role in promoting the modernization of governance system and capacity in college and building a modern university system with Chinese characteristics.At present,some cadres in college lacks sense of identification with system,comprehensive acknowledge of system,responsibility to implement system,modern thinking and method to implement system in terms of implementing system.Therefore,to enhance the awareness of execution by“four readiness”,to enhance executive capacity by“four training”,to build collaborative mechanism by“four guarantee”,to enhance executive capacity by“four use”have important significance to improve the cadres’system implementation capacity in college.
