摘  要:美国新闻处是二战后美国在海外的宣传机构。1947年,为向新疆民众鼓吹美国的强大、进步,引起他们对美国文化和政策的共鸣,以在冷战中与苏联竞争在新疆地区的影响力,美国驻迪化领事馆也设立了美国新闻处。在两年多的运作中,美国新闻处迪化分处不仅在迪化通过图书报刊、电影、海报、英文培训班诸方式开展宣传工作,还利用访问全疆各地的机会进行亲美宣传,对当时和之后都产生了相当影响。美国新闻处在新疆的活动是冷战在中国西北边陲的投影,也是1940年代国民党当局在新疆事务上联美制苏外交设想的体现。The U.S.Information Service(USIS)was the U.S.overseas propaganda agency after the World War II.In 1947,the USIS was established by the U.S.Consulate in Tihwa(today's Urumqi)to compete with the Soviet Union for influence in Xinjiang during the Cold War by preaching the strength and progress of the United States to the people of Xinjiang to resonate with the American culture and policies.In its two years of operation,the Tihwa branch published books,newspapers,films,posters,and held English-language classes,and also took advantage of its visits in Xinjiang to conduct pro-American propaganda,which had a considerable impact then and in later times.The activities of the USIS in Xinjiang epitomized both the Cold War in northwest China,and the Kuomintang's diplomatic vision of uniting the United States to counterbalance the Soviet Union in terms of Xinjiang affairs in 1940s.
