摘　　要：经济增长目标所引致的策略性财政政策对制造业与生产性服务业协同集聚将会产生长远影响。利用2003—2019年中国30个省份的动态面板数据和系统GMM估计方法,考察经济增长目标、策略性财政政策与产业协同集聚之间的内在经济逻辑。研究发现,经济增长目标的设定显著抑制了制造业与生产性服务业协同集聚。机制检验表明,经济增长目标对制造业与生产性服务业协同集聚的抑制作用主要通过压缩社会服务性支出、扭曲税收竞争行为和扩张土地财政等路径实现。进一步研究发现,完善金融制度、法律制度、产权制度以及落实宏观经济政策,能够有效降低经济增长目标对制造业与生产性服务业协同集聚的负面影响。此外,空间视角下经济增长目标不仅对本地区制造业与生产性服务业协同集聚具有负向影响,对邻近地区也存在显著的空间溢出效应。据此提出深化政绩考核机制、规范政府财政行为、完善制度环境等推进制造业与生产性服务业协同集聚的政策建议。Since the reform and opening up,China has realized the growth miracle driven by goals,and the active facilitating roles of government under this constraint are important in the process of industrial collaborative agglomeration.As an advanced stage of the dynamic development process of industrial agglomeration,the collaborative agglomeration of manufacturing and producer services is the result of both market selection and government support.However,existing literature pays little attention to the impact of government intervention on industrial collaborative agglomeration,especially to how the constraint of economic growth targets affects industrial collaborative agglomeration of manufacturing and producer services through fiscal policy.To reveal the impact mechanism of economic growth targets on the collaborative agglomeration of manufacturing and producer services,this paper applies the generalized method of moments(GMM)technique and mediation model to examine the impact of economic growth targets on the collaborative agglomeration of manufacturing and producer services based on the provincial panel data of China from 2003 to 2019.The results reveal that the setting of economic growth targets has significantly inhibited the collaborative agglomeration of manufacturing and producer services.Mechanism analysis shows that economic growth targets affect industrial collaborative agglomeration mainly through compressing social services expenditures,distorting tax competition,and expanding land finance.Further discussion finds that improving the financial system,legal system,and property rights system,as well as implementing macroeconomic policies,can effectively reduce the negative impact of economic growth targets on the industrial collaborative agglomeration.In addition,economic growth targets on the collaborative agglomeration of manufacturing and producer services have a negative impact on local regions and significant spatial spillover effects in neighboring regions.Then we put forward important measures such as d
