摘　　要：在新工科背景下,针对高校质量保障体系建设和发展问题,提出高校应牢牢抓住以学生为中心、面向产出的质量保障体系“主线”建设,以及面向产出评价的质量保障体系“底线”建设。从知定位、明目标、抓主干三方面阐述了“主线”建设的举措,同时从课程评价、学生评价及持续改进三方面阐述了“底线”建设的思路。以期通过“主线+底线”双线控制,营造质量文化氛围,有效推进高校人才培养质量保障体系运行,从而提升高校的人才培养质量。In the context of Emerging Engineering Education,in view of the construction and development of the quality assurance system in universities,this paper puts forward that universities should firmly grasp the“main line”construction of student-oriented and outcome-oriented quality assurance system,and the“bottom line”construction of outcome evaluation-oriented quality assurance system.The“main line”construction measures are expounded from the aspects of knowing the position,clarifying the goals and grasping the keys,and the“bottom line”construction ideas are discussed from course assessment,student evaluation and continuous improvement.The above mentioned can help universities to construct quality culture,promote the effective implementation of the quality assurance system,and finally improve the quality of talent training.
