“双创示范区”促进了企业间技术合作吗?——基于模糊断点回归方法的分析

摘　　要：基于2017—2020年广州市企业技术合作的微观数据,本文将广东省推行的“双创示范区”政策作为准自然实验,采用模糊断点回归的方法识别了该政策对企业技术合作行为选择的因果效应。本文的实证研究结果表明,“双创示范区”政策显著提升了技术创新能力偏弱企业的技术合作意愿。本文的机制分析结果表明,“双创示范区”政策能够缓解企业的融资约束,并减少企业间的盲目竞争,进而提升企业技术合作的积极性。同时,本文根据企业合作对象的类型、市场进入成本和企业自身的市场活跃度等指标进行异质性分析,发现这些特征均会导致企业的技术合作选择存在差异。因此,本文的研究对于制定和优化创新政策,推动企业合作创新,提升企业技术创新能力具有重要意义。Regarding the"Demonstration Zone for Innovation and Entrepreneurship"policy in Guangdong province as a quasi-natural experiment,this paper uses the Fuzzy Regression Discontinuity Design to identify the causal effect of the policy on the choice of enterprises technical cooperation,based on the technical cooperation microdata of the sample enterprises in Guangzhou from 2017 to 2020.The empirical research results show that the policy has significantly enhanced the willingness of enterprises with weak technological innovation capabilities to cooperate in technology.From the perspective of the mechanism,the policy can alleviate the financing constraints of enterprises,reduce blind competition among enterprises,and then increase the motivation of enterprises for technical cooperation.Furthermore,the different types of cooperation objects,market entry costs and the degree of enterprises’activity in market will lead to the heterogeneity in the choice of enterprises technical cooperation.This research has important reference value for formulating and optimizing innovation policies and promoting enterprises cooperative innovation.
