摘 要:作为政府机构改革与基层治理体系建设的重要内容,综合行政执法改革面临着治理需求与组织效能之间的张力、执法工作稳定性与执法改革变动性的矛盾,需要解决行政执法职权“综合”与条块“一体化”等相关问题。从整体性治理的视角看,综合行政执法改革中的条块关系重塑应围绕整合、协调和激励建立行动框架,通过对县乡条块部门的结构调整与机制调适,实现有效合作,为改革的持续推进提供动力。As an important part of the reform of government institutions and the construction of the grass-roots governance system,comprehensive administrative law enforcement is faced with the tension between the governance needs and the organizational effectiveness,the contradiction between the stability and variability of law enforcement work.It needs to solve the relevant problems such as the integration of administrative law enforcement powers and the rationalization of Tiao-Kuai relation.From the perspective of holistic governance,the reshaping of Tiao-Kuai relation in comprehensive administrative law enforcement reform is necessary to center on integration,coordination and incentive,and cooperate effectively through adjustment of structure and mechanism between county and township,so as to providing impetus for the reform.
